Tony Carter grew up in Jacksonville, Florida and graduated from Mandarin High School. As a football player for Mandarin, Tony Carter was ranked the number 2 cornerback in the US. He was also a state competitor in the 110 hurdles.

Tony Carter redshirted in 2004 and came back to start all 13 games in 2005. By the end of his redshirt freshman season, Tony Carter topped Florida Seminoles defense with 12 pass break ups and tied for 3rd with 1 interception.
